I upgraded to Windows 8.1, and all ports are functioning. Thanks to everyone who weighed in on this!

This must be a Windows 8 bug. The same problem just happened on me, after a reboot.
Windows 8 Pro, build 9200.
Mobo: ASUS P5B-V with Core2duo E6320.
6 out of 7 USB ports show an exclamation sign with "
This device cannot start. (Code 10)
Insufficient system resources exist to complete the API.
"
Everything worked fine for months, and still works in other OS-es like WindowsXP.
I was very happy to discover this forum,  :D
because disabling and enabling USB ports in device manager revives them.
