How to get started with Visual C#

I'm reading following book:   
USB Complete: The Developer's Guide, Fifth Edition

This book uses Visual C#

How to get started with Visual C#.  Do I download Visual Studio Express 2012 for Windows Desktop building for the .NET Framework v4.5.  Is it free?  Please provide installation link.
