Windows not releasing USB port quick enough

Hello All:

I have created a HID Touch Screen device, which when connected to Windows 7, gets recognized and works with the windows environment, I typically use MSPaint to see the finger touch on the touch panel of the HID devcie.  The issue is I can't disconnect and connect the USB port immediately, I have to wait for Windows to release it (as seen in the device manager) before I can connect it, otherwise the device does not operate correctly, even though it enumerates properly. 

The only way for me to make sure it works properly, is to wait for the windows to release it which can be around 10secs. (which is way too long) and then when I connect after enumeration, everything works fine.  Does anyone have a clue or solution?

It might be an issue with MSPaint. If you close and restart MSPaint after detaching, does the problem go away?

Is there a reason why users would be detaching and quickly reattaching the device?
