MicroUSB maximum cable length

Hi,
I was reading today the Micro USB specification (2.0) and noticed that on section 4.5.1 (Micro-USB_1_01.pdf) it states that a "MicroUSB" maximum cable length should be the shortest of 2m. or 10ns propagation delay.

Does anybody know why this is different than for a non-micro USB cable ?
Section 4.4 of the same document might be addressing that, but I don't understand what it is trying to say.

As I recall, it had something to do with the electrical characteristics of the phones and other thin devices that would use the Micro-B connectors, but I don't remember exactly what the issue was.
