Simples HID question

Hi guys!!

I am new in this forum, sorry if I put this on the wrong place.
I am completly new on hid, and I am just studying everything about it, and trying to learn I it works.
I have a couple question, I will be very gratefull if someone can help me!

If I devellop a new hid device as a vendor, it is necessary some kind of register so that I have a idVendor on my device on some institution like microsoft or usg.org? How these thing are?

Another question.. I was looking for a multi touch hid driver.. does any operating system has already support or develloped that kind of driver?
